		<description>As I was writing that I thought, "hang on, isn't this Trac"... but then thought Trac isn't really "consumer facing"... I mean, there isn't a single gradient to be found in the Trac screens...

It wouldn't take a lot of work to "BaseCamp Theme" it though I guess... 

I either need to ramp up my productivity and skills or set fire to my To-Do list.</description>

		<description>Have you seen Trac?  That is exactly what you describe (I think).  If you add the webadmin plugin it's everything that you want</description>
